About Louie Ramos

President • Education Director & Arranger-in-Residence

Dr. Louie Ramos is a visionary leader, educator, and arranger whose work bridges musical excellence, cultural heritage, and youth empowerment. Dr. Ramos currently serves as the President of the Board of Directors and has spearheaded the creation and growth of FASO’s Education & Outreach Program.

Musical & Educational Leadership

Dr. Ramos brings a rare dual-career expertise in both music and technology. He holds a Ph.D. in Computer Science (minor in Music Theory & Composition) from the University of Southern California and a Professional Certificate in Arranging and Production from Berklee College of Music, where he was awarded the prestigious Michel Camilo Scholarship.

As an arranger and orchestrator, his compositions and arrangements have been performed by the Pasadena Symphony, Asia America Symphony Orchestra, Colburn Chamber Orchestra, Los Angeles Children’s Chorus, Philippine Chamber Singers–Los Angeles, and many other orchestras and ensembles.

Founding FASO’s Education & Outreach Program

Driven by his belief in music as a tool for community empowerment and cultural pride, Dr. Ramos developed FASO’s Education & Outreach Program, which includes:

  • Beginner’s and intermediate string ensembles (with access to instrument loans) in underserved communities

  • The advanced Junior Orchestra

  • Vocal and instrumental workshops

  • A songwriting initiative and an International Composition Competition for emerging composers
    Under his leadership, hundreds of young musicians have benefited from coaching, rehearsal opportunities, and performance platforms in revered venues.

Cultural Advocacy & Impact

Dr. Ramos is passionately committed to elevating Filipino American musical voices. He has been cited discussing the historic moment when Filipino music resonated at major Southern California venues, marking a milestone in cultural visibility through orchestral performance.


Through his work, he promotes a narrative of inclusion and excellence, positioning FASO as a key institution in the Filipino American arts community and beyond.
